Question:

When any one of the three toilets finish filling and the water turns off, or when the faucets in the bathroom are turned off, there is a moaning noise. What is it and how do we eliminate the noise?

Answer:

Make sure the shut off valves under the sinks and toilets are open all the way. It sounds like one may be partially closed.

Follow-up Question:

I have checked all three toilets and all are fully open.  The noise also is
produced when the water stops flowing into the washer.  What should I do
next?

Follow-up Answer:

Install spring loaded air arrestors on your cold water line.  These are available at your local plumbing supply store.
